Manufacturer impacts will be evaluated also as the impact on manufacturers will be evaluated. DOE will use a modified version of its Industry Cash Flow model, which has been adapted for this product type to calculate manufacturing NPV. In addition, DOE will consider the potential impact on small-business manufacturers and other subgroups of manufacturers to identify any that may be disproportionally affected by these proposals.
